Mayor attacks planner over illegal building plans.

The mayor Fort Portal Municipality Edison Asaaba Ruyonga has come out attacking the municipal physical planner for allegedly approving the building plans for residents in road reserves.
He explains that the municipality is to kickstart the grading and widening of the roads using the money under the Uganda support to municipal infrastructure development USMID project that will lead several buildings in road reserves demolished.
Adressing the leaders and residents of Bukwali in East Division Fort Portal Municipality at the launching of the construction of Bukwali-Kitumba road,Mayor Ruyonga shocked the people when he revealed that many buildings will be demolished during the grading and widening of the road because they were build in road reservs.
He accused the physical planner Maddam Olivia Bahwayo for having offered approved building plans to people to build in the road reserves. The mayor explains that it requires 17 meters wide for ones building to survive the demolition during running and widening of the roads.
He however said that the people whose building will be demolished will not be compensated by the government despite being in position of the approved plans because they were in wrong to erect buildings in road reserves.
The mayor who said that the project will leave many residents shading tears and in huge loses strongly wars technocrats  against offering services with the aim of being impressed but in the long run it affects service delivery and development of the municipality.
The physical planner couldn’t be reached for her comment as to why she is doing such a mess while she was aware of the law.
But Habert Mugisa the South Division chairperson said the divisions can’t accept to lose the funding because of illegally planed structures, he however revealed that the authorities have embarked on the sensitization mission to enable the loans get prepared for such developments.

People with disabilities in Kamwenge district under their umbrella
body “Kamwenge district Union of people with disabilities” have
petitioned Inspector General of Government over the disappearance of 8
million shillings.

In their letter dated 26th November 2013 signed by Bagarukayo Lawrence
the chairperson council for disabilities Kamwenge district, the group
wants an inquiry on how the money was used.

The money in question was released from the Ministry of Gender Labor
and Social Development to support groups of people with disabilities
in the district to set up income generating activities.

In the petition, the group accuse the then Community Development
Officer Asaba Innocent and the Chief Administrative Officer Muhenda
Owen Rujumba for keeping a deaf ear over the matter.

Hon.Alex Ruhunda the Fort Portal Municipality Member of Parliament has
expressed despointment to the public up on the conduct of the Fort
Portal Municipality town clerk Lwanga Edward for swindling 300 million
meant to construct the municipal chambers.
The Member of Parliament while addressing the municipal technocrats
and local leaders at the launch of Kyebambe Kuku road today in Fort
Portal town, Ruhunda observed that he was disappointed when he went to
the ministry of finance looking for the money that was meant
to construct the municipal chambers and was to hear that the money was
released long time ago.
The legislature said he tried to task the town clerk to explain but
had no explanation because the money was not accounted for and the
municipal chambers are just their rotting in the ground.
The MP said that people are smearing the NRM government is not
performing well yet the money has been released but ends in the hands
of the technocrats.
He vowed to take an action against such wrong doors that are
sabotaging the dream of Fort Portal city.

Fort Portal has received 500m road fund.

The Fort Portal Municiaplity Engineer Kaihura Hebert has disclosed
that the municipality has received 500 million shillings under road
fund to upgrade all the municipality roads for the finacial year
2014/15.
Speaking to a team lof politicians and technocrats led by Hon Alex
Ruhunda today at Buhinga revealed that they will be up grading 4 roads
to first class marrum which include Kyebambe-Kuku road,
Buhinga-Kitumba road among others and the rest will be opened as earth
roads.
Asaaba Edson Ruyonga the Fort Portal Municipality mayor said that the
people must play a role of watch dog if they are to get quality work.
The mayor cautioned people who build in the road reserves will face
destruction of their properties and there is no compensation, but
asked them to cooperate with the municipality to bring development in
their areas.
Alex Ruhunda the Fort Portal Municipality MP warned municipal
engineers to produce high quality desist any shoddy work.
He said that many roads have been worked on but they are destroyed by
weather vagaries it is poorly constructed.

Kabarole leaders not monitoring govournment programs.

A section of disappointed youths in Kabarole are accusing the district leaders and members of parliament for abandoning the shs300m Youth Center located in Nyabukara ,West division, Fort Portal municipality.
The shs300m Youth center funded through the presidential pledge was commissioned on 2nd April 2013 and was expected to be completed and handed over to the beneficiaries in July 2013 something that has not been done.
However the contractor one Fred of Cornerstone Uganda construction company Ltd did shoddy work and abandoned the building while on roofing level.
Richard Mpagi Murangi secretary for finance Kabarole youth council is blaming the shoddy work and abandoning of the construction works at the site to the leaders especially members of parliament for not supervising the project and yet all the 300shs required for the finishing of the building was sent under the presidential pledge.
Mpagi who wants the contract terminated with immediate effect shifts the delay in construction work to MPs Alex Ruhunda of Fort Portal, Steven Kagwera MP Burahya, Victoria Businge Rusoke Woman MP Kabarole  and MINISTER Adolf Mwesige of Bunyangabu for their failure to go back to the site to supervise and monitor the progress of the project.
Gilbert Kayondo, Youth Councilor Fort Portal Municipality explains that they are disappointed with the leaders because they were planning to host the National Youth celebrations slated for July and lobby the president to give them funds for hotels.
However when our contacted Hon.Alex Ruhunda he says as MPs they are loaded with duties in their constituencies and blamed the youth for not being effective in monitoring and supervising their won projects.

Kabarole youth leaders want youth center construction contract terminated.
Kabarole youth have asked Kabarole district local leaders to effect the termination of the contract for the construction of the youth center.
Basiima Ronald Hidden Akiiki the Kabarole youth chairman observed that they received 300.000 shillings from the office of the prime minister under presidential pledge for the construction of the youth center for Kabarole.
The contract was awarded to Cornerstone Construction Company on 6th September 2013 and was supposed to be accomplished on 2nd April 2013; their disappointment the three months contact has spent seven months.
Speaking to the media after the sight meeting held at Booma, Basiima said that despite the contract has been delayed they have produced shoddy work on the walls, roof among others.

The chair said that he is going to petition the office of the prime minister to send an auditor to evaluate value for money and also issue a termination of the contract.
Kayondo Gilbert a youth leader said that some leaders are conniving with the contractor to eat money the work is not done.
He adds that under the presidential pledge a hydro form machine was received but its rotting the district store because they lack a house where to keep it.

Karugutu Health centre Four in a solely state, residents want leader’s intervention.

Residents of Karugutu have expressed concern to the local leaders that the only health centre that is saving their lives is in a solely state.
Mbaluha Mwemwece Deputy in charge of the health centre revealed that recently the health center was de-roofed by heavy hail storm
Despite the facility is helping local people no leader has come up to handle the situation yet they are having many referrals.
He said that UNCEF has come out to help the locals by providing tents but the numbers of patients is over whelming.
The health center receives 5 patients per day who are referred, and receive over 30 out patients.
Currently the health centre has only one ward that is used by both men and women, delivering mothers, they also have one ambulance.
Mbaluha says the leaders must come in and lobby support for the rehabilitation of the health center before people begin dying on verandas.
